Florida agencies
Agency for Persons with Disabilities (APD) ↗
Where the iBudget waiver application starts, and where the pre-enrollment list is managed. Apply as early as possible — eligibility determination alone takes months, and the list is sorted by priority category rather than by date.

Agency for Health Care Administration (AHCA) ↗
Florida Medicaid policy, covered services, and the handbooks that define what a plan must authorise. The place to check when a denial cites a rule you want to read for yourself.

When something gets denied
The two deadlines on every denial letter
Every denial carries two clocks, and families routinely miss the shorter one.
The appeal deadline is usually 60 days or less. The continuation-of-benefits deadline is much shorter — often 10 days — and it is the one that decides whether care stops while you fight. Request continuation in writing, in that window, if your child is already receiving the service.
Then ask the plan to name the specific criterion that was not met. "Not medically necessary" is a conclusion, not a reason.
